Shimla has seven Congress MLAs, including three cabinet ministers. Yet, after 26 years, the BJP has taken control of the Shimla Zila Parishad. BJP’s Bhupendra Sisodia won the chairman’s post with 13 votes, defeating Congress-backed Surender Retka, who received 10 votes. Independent member Bharat Singh Kalanta then won the vice-chairman’s post with 14 votes, with BJP support. The result marks a major setback for Congress in its stronghold and gives the BJP a big boost at the grassroots level. The key question is simple: how did BJP win when Congress has such a strong political presence in Shimla?
BJP Ends Congress’ Long Hold
The BJP’s victory carries significance because the party has returned to the top of the Shimla Zila Parishad after nearly 26 years. Dolo Ram Hasta, the last BJP chairman, held the post from 1998 to 2003.
The 25-member council had 11 BJP members, 10 Congress members and four independents. BJP did not have the required majority on its own. Independent members provided the support that decided the outcome.
Sisodia secured 13 votes against Congress-backed Retka’s 10. Officials declared two votes invalid. In the vice-chairman election, Kalanta secured 14 votes, while Congress-backed Meenakshi received 10 votes.
The Big Question: Why Could Congress Not Stop BJP?
The result stands out because Congress has a strong hold over Shimla at the Assembly level. Congress holds seven of the district’s eight Assembly seats. Three of those MLAs are cabinet ministers Vikramaditya Singh, Anirudh Singh and Rohit Thakur.
Despite this strong Assembly presence, Congress failed to control the Zila Parishad. The result points to a possible gap between the party’s senior leaders and its grassroots network.
BJP, meanwhile, brought independent members into its camp. Their support helped the party cross the majority mark and secure both top posts.
A Big Win for BJP Before the Next Assembly Election
BJP leaders are presenting the Shimla result as a sign of growing support at the local level. State BJP president Rajiv Bindal said the party and its supporters had won the top positions in 10 of Himachal Pradesh’s 11 Zila Parishads, while Congress retained Chamba.
For BJP, the Shimla victory carries added importance because the next Himachal Pradesh Assembly election is expected in about a year. The party can now use this result to show that its support is growing beyond traditional BJP areas.
For Congress, the result raises questions about its local organisation. Having ministers and MLAs is not enough if the party cannot turn that political strength into control at the grassroots level.
What This Means for Himachal Politics
The Zila Parishad result does not automatically predict the upcoming Assembly election. Local elections often depend on individual candidates, local issues and personal relationships.
Still, Congress has lost both top posts in Shimla after more than two decades, and the result sends a clear warning to the party. BJP will now try to turn this victory into stronger support in the district.
The bigger political battle is already taking shape. Congress has the MLAs and ministers in Shimla, but BJP now controls the Zila Parishad. Whether Congress can rebuild its grassroots strength or BJP can build on this unexpected victory could become an important part of Himachal Pradesh’s next election story.
